Storylines

On April 27, 2018, Franco Baldwin had been carrying around a list of other kids Jim Harvey had abused. Franco had forced Harvey to write the list before Drew Cain killed Harvey. Liz wanted Franco to call the other names on the list. He leaves a message for Steve and tells him that they haven’t met but they have something in common. Something Steve needs to know about a man named Jim Harvey.

On May 3, 2018, Franco tells Liz that he called the last name on the list, Steve Blake, a couple of times and left a message, and hasn’t heard back from him. He will let it go and respect Steve’s privacy if he doesn’t hear back soon.

As Franco prepares to go to work, his cellphone rings. He tells Liz it is Steve. She asks it he called Franco back. Franco says that it is worse. He wants to meet in person and discuss Jim Harvey.

On May 7, Franco is already late for his meeting with Steve and Liz encourages him to go and get rid of his demons.

Franco arrives at Kelly's and finds Steve who asks if he is Franco. He says he is and Steve apologizes and says that he is a little nervous and almost didn't show.

Franco says that is something else they have in common. Steve says his friends call him "Steve." Franco said to call him Franco as he doesn’t have any friends.

Franco points out that Steve is younger than he expected. Steve says he knew Harvey after Franco did and was probably his last victim. He asks how Franco’s talks to the others went. Franco said some went better than others but no one was sad that Harvey was dead.

Steve said that everyone at the office was stunned but he mostly felt relieved. Franco asked what office. Steve thought that Franco knew he works at the Niagara Equities home office in Buffalo and he is the VP of finance and strategic planning.

Franco was surprised to find out Steve was working for Harvey and wants an explanation. Steve says that he met Harvey when he was just a kid on the street with no family. Harvey was good to him until he wasn’t. He stayed with Harvey because he didn’t have anything else.

Franco explained how he was afraid of what Jim would do to him and his best friend, Andy so he never said anything. Franco blocked out everything and essentially forgot it altogether. He says that he could have spared Steve and the others if he hadn’t blocked the memories.

Steve doesn’t believe him. Franco says he has every right to be mad at him. Steve asks if Franco is in therapy. He says he is and Steve says he is too. He just started after Harvey died.

He wants to know why Franco is taking the blame and says Franco might as well be working for Harvey too. He is still covering for Harvey and making it his fault. Steve said that Harvey’s go-to move was to say that the victim was bad and it was his fault. Until Franco and Drew stopped him.

Steve said that his therapist told him that he did what he needed to do to survive. And Franco did too but none of it is Franco’s fault. Harvey is dead and Franco should let what he did die with him. Franco wishes he could but he doesn’t think it's possible.

Franco says that Harvey has other victims outside of the children he abused. The innocent people, who because of him, lost everything in an earthquake that was caused by his illegal drilling. Steve tells him not to give up yet. He might be able to help. Franco says to tell him.

On May 8, Liz asks about Franco’s meeting with Steve. Franco tells her about Steve working for Harvey. Liz said that Harvey has such power over his victims. Franco said that Steve didn’t have someone in his life who believed in him unlike himself.

Franco pulls out some certificates of transfer of all Niagara Equities’ capital to the city of Port Charles. He tells Liz that Steve brought them bad he wonders what to do with them.

Later at the Quartermaine Mansion, Alexis Davis asks Franco what Steve Blake has to do with Niagara Equities. Franco explains that Steve is in control of the company now that Harvey's gone. Steve had no idea that Harvey was using Niagara's construction project as a front for illegal fracking. When he found out, he wanted to figure out a way to compensate the people of Port Charles.

Ned doesn’t understand why Steve wouldn't deliver this himself. Alexis wants to know Franco’s connection to Steve. Liz explained that Steve came to Franco because he was the only one he knew in Port Charles.

Franco further explains that Steve doesn't want anything to do with Harvey or his company. He's dismantling it and he would like to give the Port Charles property as a gift to compensate all of the people that were hurt because of Harvey's actions. When Alexis thanks Franco, he says the thanks should go to Steve.
