The Prometheus Disc was a top-secret disc needed to power a rocket and both the WSB and DVX were looking for it in 1983.

In 1983, Luke Spencer had returned from the dead when he came home alive from an avalanche accident that friends and family thought he died in.
His effort to get on with his life after learning his lover Holly Sutton had married his best friend Robert Scorpio was soon thwarted when Russian spy Grant Andrews came on the scene to impersonate Grant Putnam who was also presumed dead.
Andrews had no trouble slipping into Putnam's life and married Putnam's fiancee, Celia Quartermaine, a move that left her better off compared to life with Putnam who was known for such dastardly deeds such as killing his own brother in a skiing accident as a teenager and murdering a doctor to escape a sanitarium.
As a spy, Andrews infiltrated Port Charles in search of the prized Prometheus Disc for the DVX. No one was safe in Andrews' pursuit and a kidnapping of Luke and others ensued after Luke gained possession of the disc.

DVX decide the current head Agent Yuri Jovanovich needs to be replaced by a superior as he has not found the Prometheus disc which is needed to power a rocket at a government expo. Gregory Malko is chosen and was sent to Port Charles to take over the operation.
Gregory is first introduced as Tiffany Hill's friend from Monte Carlo who is applying for the job of piano player at Luke's Haunted Star casino. He is introduced to Luke and WSB Agent Connie Townley.
He gets the job and became the boss of Grant and Agent Natalie Dearborn who are also after the disc and scientist Dr. Hector Jerrold's notes on the disc he put on microfilm.
When Natalie's cover with the DVX is blown, Gregory has her killed by injecting poison into her IV at the hospital.
Gregory works with Lord Rama who has the Gulistan Pavilion at the expo. Gregory eventually received the microfilm and the disc but it is missing a module and won't work without it. Gregory suspects Grant took the piece.
Gregory and his cohorts, threaten to shoot a hostage if the then Police Commissioner Scorpio didn't help him get the final piece of the disc. Scorpio obliged when he learned Holly was involved, even though he married her just to keep her from being deported when Luke was missing.
Grant retrieves the disc and Gregory is arrested. Grant arrives at the expo and is also arrested.
